A typed report prepared by the Minneapolis Research Bureau assessing the financing and construction of a water softening plant for Minneapolis, Minnesota that began operation in June, 1941. Included are descriptions of the process by which water drawn from the Mississippi River is treated at plants in Fridley and Columbia Heights. The report details the roles of the Board of Estimate and Taxation and the City Council in authorizing bonding measures and construction of the water softening plant without accurate cost estimates and construction specifications and plans.
